JLP+D provided advisory services for programming, economic strategies, and public-private partnerships for underperforming real estate assets within the Presidio of San Francisco. The Presidio is a 1,500-acre former military base turned into a world-class destination that includes thousands of tech and innovation sector jobs, heritage tourism, waterfront and other parks and cultural attractions in the heart of San Francisco. The firm, for the Presidio Trust and in collaboration with SWA Group, evaluated underperforming real property assets and market potential across the park to conceive of a mixed-use real estate development strategy and public space programming that connected the park’s historic and non-historic properties and set the stage for more vibrant civic places and financially sustaining lease agreements. Additionally, JLP+D tested developer feasibility and performed outreach to identify prospective strategic development partners.

The team’s work examined opportunities for adaptive reuse and infill ground-up development in two historically significant nodes: The Fort Winfield Scott campus, a former military garrison with spectacular city and ocean views, and the Girard Entry, a new visitor entrance point to the park near the Letterman Digital Arts campus and the Main Post, the historic heart of the Presidio. Real estate strategies focused on identifying opportunities to integrate new contextual mixed-use, multi-family buildings near transit, broaden and enhance visitor attractions and park facilities, and reconnecting disparate assets in and around the park. The resulting plan, with an accompanying decision-making framework and strategies for phased implementation, maximized operational efficiencies and generated a density of programming to support new, vibrant, and sustainable places within this unique and internationally significant park and cultural campus.
