For the City of Austin, JLP+D is part of an interdisciplinary team to reimagine the future of the highway I-35 and its impact on downtown and East Austin’s growth and development. JLP+D is providing public policy analysis, soft site analysis, and real estate analysis to promote equitable economic development. As part of the cap and stitch consultants team, JLP+D is leading the Equitable Economic Development component of the project, by producing insights and strategies to balance housing development with preservation, foster business growth with community character, increase economic mobility, and cultivate and preserve culture. JLP+D's role includes the review of local and regional policy initiatives, assessing existing funding and policy alignment for affordable housing, small and legacy business growth, and cultural preservation, and analyzing gaps between real estate development and economic development.

As part of the assessment, JLP+D is conducting robust stakeholder engagement with real estate developers, businesses, owners, and policymakers to understand opportunities and challenges for affordable housing finance, economic development, real estate value creation, and district value capture mechanisms for the corridor. JLP+D is also conducting a review and analysis of TxDOT design alternatives and their impacts on the corridor. The assessment led by JLP+D will help ensure equitable economic development that can begin to heal historic divides between downtown and East Austin.
