JLP+D served as the development advisor and was part of an interdisciplinary team in charge of creating a Framework Plan for the redevelopment of the East 12th Street corridor in Austin, a historically African American neighborhood proximate to downtown Austin and the University of Texas - Austin campus. JLP+D's contribution focused on preserving and creating affordable housing, community culture, and small businesses.
JLP+D led real estate strategies and conducted economic research, asset mapping, market studies, affordable housing analysis, and the benchmarking and case studies of comparable neighborhoods and development projects, with a focus on equity and inclusion. Based on the analysis and input from stakeholder engagement, JLP+D recommended a two-part strategy for real estate value creation, balancing medium-high density development that leverages proximity to commuter rail and the central business districts and utilizes the City’s affordable housing density bonuses with lower density projects that mitigate development risks by preserving community character and assets, celebrating local arts and culture, and providing parks, open spaces, and amenities.
As a follow up on the Corridor Redevelopment Framework Plan, JLP+D collaborated with Gehl to produce several market, mixed-income, and affordable housing development feasibility studies for a parcel owned by the City of Austin. JLP+D developed a proforma model capable of analyzing returns and potential property tax revenue for various affordability options. The developer client tasked JLP+D with exploring several affordable housing scenarios at a variety of Area Median Income (AMI) bands. JLP+D also produced a market scan for different development scenarios in East Austin, a historically African American neighborhood. JLP+D analyzed case studies across the country for examples of equitable community development including community land trusts.
