Washington DC's Central Business District, as many CBDs in the Nation, was severely disrupted by the COVID-19 pandemic, facing intense pressure on the retail, hospitality, and arts and entertainment sectors and experiencing major business closures at the time. Compounding that situation, a decrease in employment and revenue further exacerbated the existing challenges of high office vacancy rates and limited vibrancy stemming from the lack of residential opportunities in the area.

JLP+D President James Lima contributed to the Urban Land Institute Advisory Services Panel and a Report, which provided strategic recommendations for how the DC Office of Planning, Office of the Deputy Mayor for Planning and Economic Development, and Washington DC Economic Partnership can shape a new Downtown Innovation District and move toward being a more adaptable and resilient place that has a greater capacity to "bounce forward".
