On behalf of the NYC Department of Parks and Recreation and the Bronx Council on Environmental Quality, JLP+D was part of an interdisciplinary team that prepared a brownfields redevelopment plan for the Bronx Harlem River waterfront and adjacent upland areas, with a focus on equity and inclusion. The study area extended from Spuyten Duyvil to Yankee Stadium.

JLP+D helped identify economically viable opportunities for greater public access to and enjoyment of the Bronx waterfront, new affordable and mixed-income housing, and commercial and other uses that meet local area needs. JLP+D was responsible for creating an updated community profile and market scan, market-based redevelopment scenarios, and a comprehensive inventory of property ownership information. That inventory included the legal, regulatory, physical and operational constraints that the numerous MTA-controlled properties, railyard facilities, and railroad rights-of-way imposed on any future efforts to implement the area revitalization plan. Redevelopment within the study area was targeted to sites that in most cases were vacant and underutilized, and in some cases were also contaminated from past industrial use.
