JLP+D supported a Sasaki-led interdisciplinary team on a Master Plan redevelopment vision for Lincoln Beach, a formerly segregated beach and amusement park in New Orleans East for the city's Black residents. For the landmark project listed on the National Register of Historic Places, JLP+D provided governance, funding, and programming analysis to help shape a long-term, sustainable vision for the site. Drawing from community and stakeholder aspirations, JLP+D’s work focused on creating a governance action plan and a financial framework that defined clear roles for partner organizations, assessed stakeholder capacity, developed a responsibility matrix, and established a collaborative model for decision-making and site stewardship across multiple phases of operation.

JLP+D developed a high-level funding source breakdown, which entailed conducting a comprehensive review of potential grant resources (city, state, federal, philanthropic, and private). Supplementing this breakdown was a comparative analysis of potential revenue from on-site programming, leveraging national case studies in relation to Lincoln Beach's specific conditions. Towards establishing a sustainable revenue stream, JLP+D also conducted market research on programming pricing and demand, and developed a financial model in collaboration with the design team. Together, these efforts helped advance a concrete implementation roadmap that positions Lincoln Beach for long-term success.
