JLP+D provided advisory services for this study, drawing on the firm’s experience in helping to execute large-scale real estate redevelopment scenarios grounded in sound market assessments, informed by national best practices in value creation and placemaking, and reflective of meaningful engagement with local community stakeholders.

JLP+D provided the Land Use and Zoning Analysis for the Creedmoor site, including research of previous studies, a review of as-of-right zoning and current land uses, and a survey of historic, environmental, cultural, community, and economic resources to help inform redevelopment goals. JLP+D examined the site to provide a high-level estimate of building remediation, site challenges, and needed infrastructure improvements. They also investigated the surrounding neighborhood to gain a detailed understanding of the urban context of the site through community outreach, literature search, and review of existing planning and other public information on the site and surrounding area.

JLP+D solicited feedback from elected and community leaders and stakeholders regarding reuse priorities to inform and create three redevelopment scenarios in collaboration with project partners. In order to facilitate consensus around preferred development scenarios, the planning process remained flexible and iterative to respond to local community concerns.

Through this process, the team sought to understand key agency and community goals to build the foundation for a set of evaluative parameters used to develop and test the redevelopment scenarios. JLP+D investigated and identified opportunities for employment, institutional partnerships, and financial feasibility of redevelopment scenarios. In conjunction with providing a high level estimate of private investment and financial feasibility, the team surveyed the market for supply and indications of demand for the primary uses selected for the redevelopment scenarios.

Each scenario was described through a narrative, illustrative plan, massing, and diagrams. The material conveyed the tenor of each scenario by describing its scale, urban layout, amenities, community space, open space, alignment with the local community input received up to that point, and how the site, in each redevelopment scenario, connected to the surrounding communities and the rest of the City. JLP+D led presentations of these scenarios at stakeholder meetings and briefings.
