In Central indiana, JLP+D is working alongside MIG to develop a Trail Oriented Development (TrOD) strategy for the Indianapolis Metropolitan Planning Organization (MPO). TrOD is a compact, mixed-use residential and commercial development pattern clustered around off-street walking and bicycling infrastructure - trails and greenways. The final report will provide a roadmap to identify success factors, potential nodes on the existing/planned trail network, development guidelines, and tools for overcoming identified obstacles.

JLP+D provided practical toolkits and recommendations for programming, governance, operations, maintenance, funding, and financing mechanisms for incentivizing increased development along nodes within the system. JLP+D also conducted a comprehensive examination of best practices from successful and emerging trail-oriented development in metropolitan areas that share similarities with the Central Indiana region and examined TrOD to date within Central Indiana municipalities, identifying factors contributing to the success of and potential challenges to achieving robust mobility, social and economic benefits.
